can a insurance agent cancel your surety bond after accepting your renewal pmt?

this insurance agent cancelled my husbands policy after accepting his renewal payment because she didnt like his attitude? after having to fax to her the same paper because she kept misplacing it, he must of faxed it about 4 times, he has had no claims filed against him, the insurance company had no losses because of him, can they do this? they did not return his renewal fee after canceling him,the renewal was paid before the renewal date,she canceled him after the renewal of his policy had just started.
