Can a widow rec dual SS benefits?

owns a house which is desparate need of numerous repairs. Needs help with heating costs, food, and does not drive. The sole careprovider for decreased husband's disabled sister. Retired and receives SS but was very dependent on husband's salary to pay for household upkeep. She is loosing her sanity due to 24/7 care provided to sister-in-law and recent lost of life-long partner (he never married but they lived together for over 35 years). I contacted SS and Welfare but organizations will not provide a grant for repairs and heating until refused by SS.
